Welcome to Planet: Mafiascum 2, based on the original by izakthegoomba. Again everyone gets put in charge of a country and do whatever they want with it, leading theirs and others' to glory or destruction.

This time the game will be a lot more structured in the background and somewhat more structured in the while still allowing everyone to do whatever they want.

The rules

The world:

The continent is divided in five regions similar to PMS1, each region has 4 players for a total of 20. Each region has a primary resource and each player chooses a secondary resource for their country. Apart from that all regions are identical.
The resources are oil, iron, gas, rare earth metals and minerals, all are equivalent.

All countries should also have a description of their government/culture, this has some effect on how your actions affect your approval rating and the effect of low approval.

A submission should contain this:
Country name
Region (from the list in the next post)
Secondary resource (oil/iron/gas/rare earths/minerals, different from your region's primary resource)
A short description of the government of your country.
Optional: Anything else you want people to know about your country.

Turns:

There is one turn a week which correspond to ~3 months of in game time, each turn players get income and population growth and their spending is processed. The time between turns works on narrative time, so any response to a situation is assumed to be in a timely manner.

Spending:

Players can spend their money on:
Soldiers/reservists/draftees
Fortification
Resources
Technology
Anything else you want

Everything in the ‘anything else you want’ category is translated to whatever is most applicable when appropriate.
There are the following 'technologies':
Infrastructure (does a bit of everything)
Education (makes spending on other tech more efficient)
Industry (improves income)
Healthcare (improves population growth)
Military (better soldiers)
Intelligence (better chance of protecting/finding out secrets)

War and Combat

At any point in time a country can shift to war footing, this has several effects on it.
At peace you can recruit soldiers and reservists for 100.000/50.000 each. Soldiers are better at combat but more expensive at 10.000 upkeep, while reservists have 4.000 upkeep. Draftees can not be recruited at all.
In a peace economy you can attack other players, but only with soldiers, reservists can only defend.

In a war economy you can also recruit draftees (50.000 training/4.000 upkeep), they'll disband when you go back to a peace economy. Soldier and reservist upkeep will also increase to 15.000 each. You can attack with reservists and draftees in addition to soldiers. When at war your army will also accumulate 'experience' (a combination of everything that makes things run smoother while preparing for and fighting a war) which makes them more effective in combat. You will not be able to improve your fortification level. The fortification you have will also degrade faster as will your economy.

Any actions you take in preparation or in a war reflects on your approval, so if you just want to kill things at least spend some money on propaganda and/or fabricating evidence of your opponent's wickedness.

Each attack by a player on another creates a separate war, the factors that determine both sides losses are:
1. The amount and type of combatants on each side
2. The military tech on both sides
3. The soldier xp on both sides
4. The fortification level on the defender's side
5. A role playing factor depending on whether one or both sides do something sufficiently intelligent/stupid/random.

If both forces are exactly equal in strength both will lose 10% of their combatants each turn.

If multiple players are fighting against a single player the defender splits their forces to fight each separately.

As a general rule: Soldiers are strongest per unit and most versatile. Reservists are less versatile, but cheaper and more cost effective if you're at peace. Draftees are weaker still, but they are a cheap way to field an army (using them is unpopular though).

Espionage

Intelligence tech affects both intelligence and counter-intelligence, if it's high you'll get to know a lot about your opponents' secret plans and they don't get to find out about yours. Every secret project has a chance to be found out each turn by other players or the public. The chance of this is determined by your tech level, their tech level and the size of the project.

Inflation

There is a form of inflation in the game, for one if a techlevel is high, it will cost more to upgrade it further, besides that, tech, economy, resource reserves and fortification degrade over time. For the most part, costs will not increase, but income and other things will decrease if not maintained.
If you suddenly find yourself earning less than last turn or your population growing slower that is probably the cause.

The mods and events

This game is run by me (inspiratieloos) and JDGA, if you want to take an action in secret or want to ask something without others knowing send a PM to both of us. Based on advice from izak, if you want some kind of event to happen or an epic speech spoken you get to write it yourself. If it involves something significant happening, tell us what you want to happen, then we'll tell you how good/bad it goes and fill in any numbers, you get to write the story of how things got to that conclusion.

Any out of thread communication between active players is allowed, quoting mods' or other players' PMs isn't, paraphrasing is allowed. You are allowed to lie about communications, but this will create a covert project to keep the truth hidden (in case of falsely paraphrasing another player you must inform the mods of the lie).

The planet you all find yourself on is called Gazebo, it is dominated by a single large continent (also called Gazebo)which itself is divided into several regions[1]. It is the third out of six planets of the local star, from what astronomers have been able to gather both the second planet (Mig) and fourth planet (Ileitis) might be habitable, although not comfortably for humans. No one knows if there is (intelligent) life on these planets.

Eyato

Eyato has a fairly mild climate, it has a lot of farm- and grassland and some large forests. It’s main export is natural gas.

Iruildona

Iruildona’s nature is fairly inhospitable, with large rainforests and flatlands. It does however have large quantities of high quality iron ore.

Antubela

Antubela is the region closest to the equator and thus the warmest. It has by far the largest oil reserves of any region.

Udos

Udos, the easternmost region, is by far the largest, although a lot of it is unable to be built upon. The mountains there contain the only large deposits of several rare earth metals.

Oekkezia

Oekkezia is a very large peninsula connected to Gazebo. The people there are hardened from encounters with the local wildlife[2]. The ground contains large amounts of minerals not found anywhere else.

Mechanica Terram ruled over by the Grey Party (Led by Ben Roberts, 45). This however, only applies to 7% of the country area, known as The Central. The other 93% of the country (Greenland) to be explained later, is granted semi-autonomy. The government still controls defense spending and will supply some money too keep them satisfied and all.

The area where this country resides was mostly uninhabited until the late 17th century, when people started migrating here to escape the more densely populated areas in neighboring areas. Eventually, more and more people came, and they decided to make a government and all, and the country was founded as "Grassland". The country stayed relatively peaceful.

In the 1990s, the country experienced a huge Technological Revolution, which happened so quickly that many people were confused and unwilling to conform with their new way of life. Eventually, many people resisted. This caused a 5 year civil war from 1996-2001, where finally Ben Roberts, leader of the ruling Grey Party, managed to suppress the uprising. Being a not-so-evil ruler, he decided to keep most of the resisting forces under his control, but semi-autonomously, only controlling defence (well, don't want that part of the area to defect to other countries, right?), nearly existing as a separate, peaceful country but the party remains the right to withdraw it's autonomy. This area, now called "Greenland", consists of mostly rural areas, with only 1 notable city, the so-called state capital Westfield, and consists of the aforementioned 93% of the city area. This area is also constantly mined for it's natural gas and rare earths to be used or exported. the remaining area, known as the Central, is encircled by a huge glass dome (citizens are free to move in and out of the city though, and is significantly more technologically advanced than the rest of the country. (Obviously, the airport resides just outside it, how is it gonna hit the dome?). The Grey Party headquarters, the Government House, City Hall and basically everything you can find in a modern city is in there. These 2 areas try to live in harmony as far as possible, with the government trying to keep both areas happy.

After the civil war, the country was determined to never let a war take place in the country again. The government has decided to pump more money in defense (although it claims it will stay neutral in any war), and will not attack unless provoked.

There is no nobility in Amyr (except the monarch). Instead representatives are elected by the people as a form of simple government.
Amyr is the empire where there is no prejudice against any minority and it was achieved through education.
The citizens of Amyr are open-minded to all life style choices as long as no one is harmed. In fact the only punishable offence in Amyr is when you intentionally cause harm to another. Amyr will go to war with any country where people are getting oppressed.

The elite hold secret meetings to determine new policies. New people may be voted into the oligarchy by the oligarchy, and the oligarchy is generally filled with the smartest citizens of Orthel, regardless of political stance. When the oligarchy creates a new policy, they hold a conference to announce the policy. Although it's not a democracy, the people of the country are treated as fair as possible. The economy somewhat resembles capitalism, but the oligarchy may take control if necessary. Culture is fairly high. Art, music, and literature is created often.

The people of Swizzerland (who prefer to go by "dorfs", as per their native language) are devout adherents to Armok, the God of Blood, so much so that they refer to themselves in the collective as the "Slaves to Armok."

Despite this, they're not an overly warlike people, being content over the years to toil endlessly in their own fortresses (huge, sprawling underground cities). This is due in equal measures to the strong work ethic inherent in the dorf culture, as well as the fact that advancement in the society is based almost entirely upon skill -- the more skilled one is, the better their life, so that the few legendary dorfs, undisputed masters of their craft, essentially want for nothing.

Although they make exception for trading and diplomacy, on the whole the dorfs are isolationist and tend not to travel, preferring that others come to them. Their rules are arcane and lengthy, nearly incomprehensible to outsiders. Individual dorfs can (and will) be punished for failing to meet bizarre (or even impossible) goals, and by far the most common punishment is to be beaten soundly with a very large hammer. Still, it is the way of Armok, and thus accepted by all as the way things are.

The dorfs are happy to trade almost anything with anyone, and always on the lookout for ways to improve the quality of their work or otherwise better themselves. Travellers to Swizzerland talk of the giant monuments built in the middle of nowhere, huge faces carved into cliffs, and mounds and mounds of discarded items carved from rock, all testaments to both the Word of Armok and the dorf work ethic. Less thrilling to the rest of the world, perhaps, is the recent interest of dorf scientists in using magma and other forms of vulcanism as a power source.

The country is run by a group of five leaders: the Economic Leader, the Foreign Affairs Leader, the War Leader, the Justice Leader, and the Leader of the People. Each person has powers over what they are Leader of, but the other four can veto anything one leader says if the four vote unanimously against it. One term is five years, and the leaders are chosen by popular vote. A leader can only spend a total of two terms as leader. A Leader must have a replacement ready at all times in the event of the Leader's death.

The government lies in the hands of 13 members, that make up the Council of the People. Each councillor serves for life. Their identities are held absolutely secret- even from each other. Each councillor chooses their own replacement in case of their death. Each are also responsible for grooming and training of their replacements. They meet in a undisclosed location, in which they wear masks and cloaks at all times. The council decides policy through majority vote. The policy is carried out by the Chancellors- a larger group of bureaucrats and politicians chosen by the Council of the People. Furthermore- the Chancellors elect a High Chancellor amongst their number to be the public face of the country, and to handle any diplomatic relationships with other countries. (This information is entirely known to the people, via the Council Proclamation of 1453 A.U. ) The country is mostly focused on medical and technological advancements. There were several civil wars, brutal and bloody affairs, before the Council of the People rose to unify policy and provide a firm governing body. One of the current mandates of the council is to avoid any loss of life through unnecessary internal conflicts. Topos' capital is Honeypolis- a sleepless city taking up one fourth of the total surface area of the country. Honeypolis is the center of technological innovation and commerce. The second largest city is Thranid, on the eponymous Thranid Mountain Range. This city is entirely made up of miners and their families, and assorted essential personnel that provide services that is indispensable. These miners are absolutely proud to be miners, for they know that what they mine is what allows Honeypolis to be the center of the world in technological innovations. The people (referred to as Toposians) has their own calendar system, counting from the date Topos became unified. The current year is 1576 A.U. The economy is in essence a capitalist system, but the Council, and by extension, the Chancellors are known to invest large sums of money into the country's 3 biggest corporations. They are the Evir Aduso TechnoCorp (EAT), the Thranid Mining Conglomerate (TMC) and the Ballardos Medical Technologies (BMT). Education is a way of life in Topos. Everyone under the age of 28 must be either enrolled in school, or working for one of the big three corporations. The dominant religion is Lux Semitam, which arrived in the year 1421 A.U.

A northern country with a harsh climate, Mæristo Lux was originally isolated from many of the other civilized countries of Gazebo. It is an old country, steeped in customs dating back to pre-civilized culture, most noticeably in the famous state religion “Lux Semitam”, or the “Path of Light”. Much of the country’s names and customs relating to its religion focus on light, which is only natural since Lumine is one of the northernmost cities in the world. Technology-wise, they are more focused on medicine and fabrication, and they are the headquarters of a multinational corporation focused on the same.

No tobacco, weed, marijuana, any other illegal substance shall be brought into the cathedrals, schools, other public buildings. Residences are private buildings, and are thus, up to the owners of said residences.

Schools are to be in session between the autumn months and the end of the spring months. 6 days a week, for no more than 6 hours per weekday, 4 hours per Saturday.

The only penalty for rape, all kinds, is public hanging.

The Holy Empire of Mhork is an old nation founded long ago by the prophet Ma'Krah who gave his followers hope in harsh times of drought, disease, and famine by saying that the Holy Creator, Mhork Himself was looking after them. Within a few months they happened across a sort of oasis in the mountains with flatlands and a beautiful waterfall that is still incorporated in the architecture of the Capital Cathedral today. That was the site of the Capital City, still the Capital of the Holy Empire today.

The Holy Empire is a vast nation holding huge swaths of land, not all of it used, but all of it claimed in the name of the Holy Creator. There were many periods of war and annexing of different nomadic villages and heathen tribes, but they were all safely assimilated into Mhork culture. However there have been several hundred years without expansion, as all the land on the Udos region had been claimed. While vast, Mhork is not necessarily heavily populated. It has many areas of dense urban concentration, but it is not universally heavily populated.

Religion is the cornerstone of Mhork life. Every citizen is baptized into the fold at birth, and Mhorkism is at the focus of every birthday (a celebration of existence), wedding (a celebration of union), birth (a celebration of life), and death (a celebration of Mhork taking back what was always his). In addition there are several national holidays for the various past reformers and historical festivals such as the Harvest. On these days of celebration, the populace ceases working for a day of contemplation and of partying. The tenants of Mhorkism are outlined in the sacred Book of Mhork which is owned by every follower, or at least every household. It gives several life philosophies as well as general rules for living life according to Mhork's will, along with many scholarly theological opinions on what each passage means. The general rules include "Love thy Mhorkish brethren," "Seek always to convert thy neighbor into the fold," and a bunch of passages giving general rules of ethics like "Don't kill each other," etc. In addition, followers offer tithes in order to support their local churches, with a part of it going back to the Capital Cathedral.

The nation is lead by a single leader, The Holy Lord of Mhork. He is similar to the Pope in that he has the ultimate decision when reading and attempting to understand the Book of Mhork and that he is the moral example for all Mhorkans to aspire to. While he has the ultimate say, using such an Act of Papal Decree is very rare and typically results in a great deal of controversy. He also is the ultimate Judge on matters of Heresy (punishable by death) and Treason (punishable by death or imprisonment) and the decider of how the penalty shall be conducted. [It is of note that the prisons in Mhork are especially harsh as they all are built into higher mountains and the penalty is typically to dig up the precious metal deposits within until either death or release.]

Lord of Mhork is a sacred title and one that has been with the Holy Empire since its birth. Once an older Lord of Mhork has reached his age of retirement [decreed as 55 years of age though there is a movement to try and raise it to 60], the youth he has been training takes over. He begins training a youth [typically an orphan or a child given to the Clergy from birth] when he is 40 and the youth is 10 in studies of the Book of Mhork and in general leadership principles, history, and foreign policy. The youth then takes over when the former Lord of Mhork reaches his 55th birthday. It becomes a day of celebration and inauguration where the youth then relinquishes his entire former identity, if there was much of one to begin with, and becomes the newest Lord of Mhork.

While the Lord of Mhork is the official leader on all matters of Mhork religion and government, most of the laws and day-to-day matters are handles by the Houses of the Clergy and the Electorate. Similar to the Senate and House of Representatives, they both must agree to a law through a fierce series of discussions, debates, and votes. It is a bit slow and there is a ton of red tape that guides the process, but it's a system that is shown historically to work well and in the best interest of the nation. The House of Clergy is composed of bishops, cardinals, and other religious leaders chosen to represent each region in the Holy Empire.
In addition, each foreign nation who recognizes Mhorkism as their national religion are permitted to send a single religious leader to observe the business handles between the House of Clergy and the House of the Electorate.
This leader can also double as Ambassador to Mhork. The House of the Electorate is composed of nonclergymen and roughly outnumbers the House of Clergy by 3 or 4 to one. It is composed of a representative chosen by the clergyman in charge of the region to represent each of the subregions.

The Capital Cathedral is a beautiful city with gorgeous, stunning architecture built around the various natural formations. All other cities and towns in Mhork seek to emulate this city of splendor, thus the architecture in Mhork is one of the best in the world. Citizens also love fine jewelry and trying to stay at the peek of fashion. This includes fine clothing; though Mhork is a very cold nation, many citizens enjoy showing slight skin as a sign of status. Overall Mhork is a very pretty, very fashionable nation.

Spoiler: Laws
As has been the case for many years, all education remains public. No private schools have been approved for operation.
Theological instruction remains an integral part of the school curriculum.
All students are required to be involved in either a school sport or other extra curricular activity.
Schooling remains year long with intermittent breaks.

The Capital Cathedral is strictly off limits to any non-Mhorkish personnel. The aforementioned 'Capital Cathedral' refers to the entirety of the Holy Empire's capital, and this law has been tradition for many years. Any attempt to circumvent this law will be met with harsh penalty, up to and including charges of Treason and Heresy.

Heresy and Treason are both punishable by death, with the latter also having a possible penalty of life imprisonment. The Lord of Mhork is the final arbiter in these charges, as well as the decider of penalty.

The capital city of Arz Centaria is Zentrum, which is placed roughly in the middle of the country and has a population of 4.75 million. Arz Centaria is a democracy, a representative is elected once every 12 years and has no limits on how often a leader may hold office. The common people view their government as strict but fair. The governments current interests are establishing trade routes and forming diplomatic relations with its neighbors.

Does this game need a win condition?

Being the last man standing is probably the only 'absolute' wincon, apart from that it really depends on what happens.

On regions: There are several reasons they're all identical, background complexity, balancing and lack of creativity being the most important ones.

On tech: It's supposed to be a bit ambiguous. Think roughly modern day without nukes (because people researching nukes -> drama :lol: ).

Also, how does the fact that this takes place X time after P:MS1 have any influence on the technological development of two planets that are on different ends of the galaxy? :roll:
