: Whenever a mutable law conflicts with a mutable law, or an immutable law conflicts with an immutable law, the lowest ordinal shall take precedence unless otherwise dictated by the laws. If both defer to each other, then the number rule applies again.
110
: All players are eligible to vote.
111
: All immutable rules may be transmuted to mutable rules by unanimous consent.
112
: Mutable rules may be transmuted to immutable rules by obtaining a supermajority.
113
: Rules 104, 105, 108, 109, 111, 112, 113, and 114 require unaminous consent and a minimum of 6 active players to amend, transmute, or repeal.
114
: Unaminous consent is defined as 100% of the active votes in support. A supermajority is defined as 2/3 (rounded down) of the active votes plus one in support. An absolute majority is defined as 50% (rounded down) of the active votes plus one in support. A plurality is defined as having the most votes in support of it in comparison to the competing options. For the purposes of calculating the number of active votes, tally up the total number of votes possessed by all of the active players in the game minus the number of abstentions on the proposal.
115
: All new rules are mutable.
116
: In the initial ruleset, rules 101-116 are immutable, and rules 201-210 are mutable.
Mutable Rules:
201
323
:
All
Players are given
a minimum of
1 vote
to vote Yea or Nea to proposals.
at all times.
202
: An inactive player is any player who has not posted for a total of 72 hours. Weekends count as 24 hours each.
203
: Unless otherwise specified, all immutable rules require unaminous consent to amend or repeal.
204
: Unless otherwise specified, all mutable rules require a supermajority to amend or repeal.
205
: New proposals begin at 301 and ascend in number. They are numbered in accordance to the time they are proposed regardless of whether they pass or are rejected.
206
: New rules require an absolute majority to pass.
207
: The game begins when there are at least 4 active players, including the moderator.
This overrides rule 105.
208
: There may be no more than 5 pending proposals at any given time. A pending proposal is a proposal that has not yet been acknowledged by the moderator as having passed or failed.
209
: Votes for proposals should be done using the vote tags and include "Yea" or "Nay" (and variants and any other options that are allowed in future rules) and include the proposal number.
210
: It is the player's responsibility to number proposals correctly. Proposals with missing or wrong proposal numbers will be ignored by the moderator.
301
: Posts may not be editted by anyone except for posts 0-3 and for any posts that violates site rules. (E.g. Ongoing Games Discussion) Editted posts are rendered invalid.
303
: Players are permitted to make only one proposal every 24 hours.
304
: Players automatically vote Yea on every proposal they make.
308
: Players may list all proposals to which they wish to vote the same way in the same vote tag.
309
: We recognise Tibet as a country.
310
: When a proposal has ceased pending, the mod must announce it has done so in thread.
311
: If a proposal is put by a player but the maximum number of proposals are pending as per 208 or otherwise, that proposal is instead queued and automatically becomes pending once both a previously pending proposal passes or fails and there are no earlier proposals likewise queued; but only if that player has no other proposal queued.
314
: Two or more players may align in thread to form a party. When a new party is formed, it must decide on a name and a color. Players may join and leave parties at will and are not obligated to join a party; however, if a party ever falls below two players, active or inactive, it is automatically disbanded.
315
: A new class of proposal is created, called a motion, which may direct the moderator and players to take actions in line and as proscribed by active rules when explicitly indicated as a class of action for which a motion applies, but is not added to the Mutable or Immutable Rules list and is instead archived for historical purposes.
316
: Players may abstain on proposals. As a reminder (but not binding -- the way abstentions work is governed by rule 114) (at the time of this proposal), abstaining causes a player to not be considered at all on a proposal for voting purposes. This affects the number of active votes (Active Votes = Total Votes - Abstentions w/ inactivity counting as an abstention) which in turn may affect the voting threshold for the proposal. To abstain, the format VOTE: Abstain 316 should be used.
318
: Any player may suggest an amendment to a currently pending proposal, which if amenable to the mover is immediately integrated into the proposal, upon which voting shall restart.
320
: Players may not delete posts.
321
: Every time there are no pending proposals left, whoever made the last accepted proposal earns a number of Combo Points equal to the number of proposals that were submitted since the last time it happened, unless all of these proposals weren't accepted.
Mod Note: Points and combo points are considered the same thing.
322
: Players may donate any number of points to a party of their choice by posting in thread DONATE X POINTS TO PARTY Y, replacing X with a positive whole number of points less than the amount that player has and Y with a party name.
324
: Upon passage of this proposal, the following section is added to the rules, with all subsections taking effect in the usual way.
: Henceforth, upon the passing of a proposal, the person who proposed it shall gain 1 point.
326
: Unless disputed, all officials have the power to make implicit rulings that are necessary and proper to conduct their jobs. Disputes are governed and handled by the rules of the establishment that is currently charged with handling disputes. At the time of proposal, the moderator is charged with this task until after the Standing Committee's 1st election (after the election, the Standing Committee and its laws will handle all disputes until the enactment of further laws that change the current system). In addition, at the time of proposal, the moderator and the Standing Committee's returning officer are considered officials who may use this law as needed.
329
: A currency separate from points, called Nomic Dollars and whose symbol is N$, is hereby adopted. Each player starts with N$100 and gains a salary of N$10 every midnight UTC that they are considered active. The salary is not retroactive to the beginning of the game. Players pay fines in Nomic Dollars for breaking the rules. The default amount is N$5 (subject to amendment) if unspecified.

1. Proposal 328(Amended by Drench) by McMenno: A player wins the game when they have 100 points, unless there is at least one other victory condition in the rules, in which case this rule is superseded.
2. Proposal 330 by StrangerCoug: Parties may, using any method they deem appropriate, select one of their members to be the party recruiter, who is responsible for encouraging players outside of their party to join their party.
(* - For the purposes of the rules, if I've added a status to a proposal (Accepted/Rejected as of post X), then the proposal is no longer pending and goes into effect as of the time it was recognized by me, regardless if it's been editted into the rules yet or not.)

VOTE: Yea 301
Yea - Ircher
Nay -
Not Voting - Felissan, StrangerCoug, Cheery Dog
(As a reminder, anyone can propose as long as it doesn't conflict with the rules -- apparently, that isn't in the ruleset right now (and therefore implicit), but perhaps we should make it explicit?)

Amend 303 to state "Players are permitted to make only one proposal per 24 hours or when their previous proposal is no longer consider pending by the moderator, whichever is shorter."
