Note that the cures would have to be given very quickly in the case of high-concentration poisoning. for a major effect, everyone in the capital would need to have the cures.

Quality vs. quantity in armies both has merit, although in the quality department it's mostly the equipment that counts, unless you are talking about very elite soldiers, but those are usually the top x% from the army so the quality will be about the same.
