but there are better water counters on that list than wingull (azumarill, wooper)

Grass type also counters electric typing, which helps with wingull's case. Also has nothing to say vs. grass types yet, so wooper is pretty much a OHKO, the wingull can deal with grass types and fire types.

That said, please keep in mind not everyone playing is a pokemon expert.

Also, some people may be horrible teambuilders who don't have a psychic resist on their team, because aside from Stored Power, psychic is a terrible attacking type.

Mega Absol gets magic bounce and is unaffected by Cosmic Power - double that up with Night Slash and/or Sucker Punch and GG Sigilyph. Although TBF I see sigilyphs that give burns far more often then stored powers. Clefable would be trickier, but Play Rough would work just fine I'd think.
