Well listing in the thread I forgot to (but I put her name here), and according to this, ETL is qualified backup mod:

Large Theme Backup Mod Requirement wrote:A qualified back-up or co-mod must meet all the requirements to mod the game independently. Additionally this means that a back-up mod must not be currently backing up another Large game and a co-mod must not be currently running another Large game.
