Harsher Penalties for Replacing Out Of Large Games

Its entirely possible for personality conflicts to cause players to not enjoy the game without it ever reaching the point of a yelling match. Punishing players for leaving games that will last for months when they aren't enjoying them is nonsense. For the players that make a habit of it, the rules already address it as you've said.

If you want games with fewer replacements I suggest playing games with shorter deadlines.

Go through your recent games with too many replacements and say how many you think would be deterred by your proposed punishment.

Those people should be punished in other ways. Encouraging people that replace out for conflict based reasons to replace into games to make up for it is reasonable, and is something I do myself.
