That's not what that 25% means. It could (and likely does) include people that just wouldn't play normals under any conditions. Look at the wording of the question.

Also just read here that flavour is allowed as long as it has no bearing on the play of the game. It's not allowed in role PM's but I don't see why this is such a problem.

require all roles be randomly distributed across game slots so that flavor claims have no impact on gameplay
request that mods spoiler flavor text for people that get annoyed by flavor and cant be bothered to scroll past it
i'm far more okay with random distribution than relying on fake claims provided by the moderator. I think some mechanism to make that happen and make sure it's random would be positive, but that could be an NRG side thing.

i'm receptive to shaft.ed's idea (and yours before), but it needs a NRG-side randomization, and the actual roles would need to be standard named (e.g. "You are Darth Vader, the Town Gunsmith")
if you're afraid of dumb flavor breakers you could reduce their odds further by having mods include a note on flavor in their VCs or Day Starts. But it's definitely not a risk scary or probable enough to justify leaving Normals alone flavorwise.

I just don't get the point of having flavor that is entirely unrelated to anything that is going on. You cant have "Darth Vader Town Gunsmith" and then have a role explaining why he is a town gunsmith. He just is, your role flavor will be the same if he is a Gunsmith, Vanilla Town or Mafia Traitor. If flavor is basically just random stuff that makes no real sense in the context of the source material in itself, doesn't that just detract from the flavor to start?
If I do want to run or play in a game with flavor, its because I like the source material and want to see what the mod comes up with for roles that fit into that source material instead of trying to force source material into a normal game.

I think the interesting order of "what would you prefer" for normal game players there would be to order the following options:
-Normal game with no flavor
-Normal game with minimal flavor of a theme you like
-Normal game with minimal flavor of a theme you know nothing about
-Normal game with minimal flavor of a theme you don't like
-A game in a different queue
