Vanilla Cops are more often seen as town in smaller setups open etc.
In large games vanilla cops are more common used as a variant of a role cop, but not exactly a role cop. Game that had a vanilla cop as scum off the top of my head is Bork-Game.

As much as I love the mods who reviewed this; last time far ran a game it should have been considered bastard due to a cult and wasn't made aware as such. So I'm not taking much stock in that IMO.
