I always thought it was because the type of people that buy lottery tickets are the type of people that don't understand numbers very well.

I think this may also be somewhat true, but I think research has been similarly negative about other windfalls. Professional Athletes don't exactly get windfalls, but they do earn a lot of money in a very short period of time, and they famously have a high bankruptcy rate.

At least with athletes it's easy to understand why they might think they will continue to make a lot of money. Loto winning is clearly a one time thing.
