I mean, if the SUPP Winner card had been dusted then I might have gone another direction with my blank.

Yes it can

It can be played at anytime in response to someone else playing a card, as the card says

In fact I could only ply turn to dust targeting SUPP in response to you playing a card
Because if I had done it in response to SUPP it would have existed in play yet if we’re following normal stack rules

The only problem I could see with the Start again card is that's there won't be any cards left in the deck once the subgame finishes. But that's not actually a problem.

Once the sub game ends, play and boardstate return exactly to where we left them.
