0 At the end of each page, the proposed rule or amendment with the most VOTE: s on that page will be added to this list.
0.1 In the event of a tie, the proposal among those with the most votes on the page that also has the earliest vote on the page is the winner.
1 This rule does nothing.
2 Each person may only give a maximum of one vote to a proposal per page.
3 Double posts are not permitted.
3.1 Breaching this rule will result in your votes on the page(s) of your breach(es) failing to count.
4 Editing posts such that the "Last edited" tag appears is not permitted.
4.1 Breaching this rule will result in your votes on the page(s) of your breach(es) failing to count.
5 No rule may be applied retroactively.

First, yes, but a proposal can be repeated in the future. Second, clarified and thank you.

First, yes, but a proposal can be repeated in the future. Second, clarified and thank you.
In fact, a proposal need not be repeated. The original poster could simply vote in favor of their own previously unsuccessful proposal on another page.

Proposal 13: Amend the text of Rule 0 to read, "At the end of each page, the proposed rule or amendment VOTE: d by the most users on that page will be added to this list."
