The Annotated Ruleset contains the complete list of all rules that have ever existed, along with their history of modifications and rulings. The present ruleset is, of course, found below.

Immutable Rules:
(currently 15)
1. All players must always abide by all the rules then in effect, in the form in which they are then in effect.
2. A rule-change is either the enactment, repeal, or amendment of a mutable rule; or the transmutation of an immutable rule into a mutable rule, or vice versa. The terms "rule-change" and "proposal" shall be considered interchangeable.
3. All rule-changes proposed in the proper way shall be voted on. They will be adopted if and only if they receive the required number of votes. Votes will not count unless they are placed in this thread.
5. If a proposal has been voted on by all players and the required number of votes has not been met, the proposal will be dismissed.
6. No rule-change may take effect earlier than the moment of the completion of the vote that adopted it, even if its wording explicitly states otherwise. No rule-change may have retroactive application.
7. Each proposed rule-change shall be given a number for reference. The numbers shall begin with 001, and each rule-change proposed in the proper way shall receive the next successive integer, whether or not the proposal is adopted. Should we require a fourth digit, it will be added when required. When a rule is adopted or transmuted, it will be given the next integer after the last number in the relevant section of rules.
8. Rule-changes that transmute immutable rules into mutable rules may be adopted if and only if the vote is unanimous among the eligible voters. Transmutation shall not be implied, but must be stated explicitly in a proposal to take effect.
9. In a conflict between a mutable and an immutable rule, the immutable rule takes precedence and the mutable rule shall be entirely void. For the purposes of this rule, a proposal to transmute an immutable rule does not "conflict" with that immutable rule.
10. Debate time during a proposal's vote is explicitly permitted for a period of one week, or longer if the moderator sees fit to extend this period for a specific proposal.
11. The proponent of a proposal may amend said proposal at any time before its adoption or dismissal. The number is not changed in this instance, but all votes on the proposal will be reset.
12. New players are permitted to join the game at any time by declaring /in. A player who previously declared /out, however, must wait at least one week before doing so.
13. A player always has the option to forfeit the game by declaring /out rather than continue to play or incur a game penalty. No penalty worse than losing, in the judgment of the player to incur it, may be imposed.
14. The moderator is a player who will also keep track of all rules and proposals in a readily-accessible location. The initial moderator is JDGA, and as long as she is moderator this location will be the OP of this thread.
15. There must always be at least one mutable rule. The adoption of rule-changes must never become completely impermissible as long as there are at least five players.
16. Whatever is not prohibited or regulated by a rule is permitted and unregulated, with the sole exception of changing the rules, which is permitted only when a rule or set of rules explicitly or implicitly permits it.

Mutable Rules:
(currently 19)
1. All players, upon joining the game, begin with zero points. Should a player earn one hundred points, they will win the game. At that point in time, the game will end.
2. Should fewer than five players be in the game at any time, no votes on proposals will be accepted until there are five players again.
3. A rule-change is adopted if and only if more than 50% of the players support its adoption. This rule defers to all others.
4. Each player always has exactly one vote.
6. At no time may there be more than 50 mutable rules.
7. If two or more mutable rules conflict with one another, or if two or more immutable rules conflict with one another, then the rule with the lowest ordinal number takes precedence. If at least one of the rules in conflict explicitly says of itself that it defers to another rule (or type of rule) or takes precedence over another rule (or type of rule), then such provisions shall supersede the numerical method for determining precedence. If two or more rules claim to take precedence over one another or to defer to one another, then the numerical method again governs.
8. If players disagree about the legality of a move or the interpretation or application of a rule, then the moderator shall decide the question. Disagreement for the purposes of this rule may be created by the insistence of any player. In this capacity, the moderator may be overruled by a two-thirds vote of the other players taken within one week of the decision being made.
9. If the rules are changed so that further play is impossible, or if the legality of a move cannot be determined with finality, or if by the moderator's decision (or overruling), a move appears equally legal and illegal, then the first player unable to complete a turn is the winner.
10. A proposer is assumed to vote aye on their proposals.
11. Every player must choose a title they will officially go by for the rest of the game. They may choose it once this rule is enacted, or when they join if they come after this rule's enactment.
12. Multiple laws, rules, or other proposals may be presented as one suite, to be voted on as a package. Such proposals shall be explicitly indicated, and shall be subject to all the rules of other proposals. If a suite proposal should pass, all its component parts are implemented; if it should fail, all its component parts are discarded.
13. Today, January 17th, will be declared a national holiday in honor of Agent 007, aka James Bond! Everyone who posts today will be awarded 100 credits in celebration.
14. A currency counter will be created. Each unit of currency will be known as a 'Credit'. Each player starts with 0 credits and may gain credits through various means.
15. The first post a player makes every 24 hours will award them 50 credits.
16. Abstaining from voting is permitted. Should a player abstain, the player(s) abstaining will be treated as nonexistant when tallying the votes for that proposal.
17. Every player is an eligible voter. Eligible voters are obligated to vote on a proposal once debate time for the proposal is said to be over, but are free to vote on a proposal before then.
18. A new class of Proposal is created, the "motion", which upon passing must be executed, but is not added to the Mutable rules.
19. Suites shall be given their own set of integers in a similar way to proposals but prefixed with the letter S (ie S001, S002, etc). Motions will be similar, but prefixed with the letter M (ie M001, M002, etc). Any other "types" of law will receive similar numbering rules at the discretion of the proponent of that law "type", or the moderator's discretion if they do not do so.
20. The President, once elected, may choose to veto any proposal(s) he/she wishes. Once a proposal is vetoed it will require a 2/3s vote to pass.
21. Every time a player votes on any proposal, they can earn one Blue token, one Red token, or one Green token, whichever one they choose. They can't take more than one token for votes on a single proposal.
22. If a player should not specify a token colour with their vote, one will be assigned randomly at the passage, failure, lapsing, or other conclusive procedure of the vote's subject in question. This shall be tracked by the Treasurer, if one exists; if one does not exist, this rule is void until such a time as one does.
23. Tokens may be sold to the bank at any time for 10 credits each.

Motions:

M006. All Shop-related rules from now on shall be organized under their own section in the OP.
M007. The moderator shall track the source of all Proposals, so that it is easily recognizable who has proposed what, be it Immutable, Mutable, or Proposal.
M008. One month after the beginning of the game, a President will be elected, the moderator nominating a Returning Officer to run such an election using the instant runoff vote. The President shall be reelected every month thereafter. The President, unless mandated by Proposals, shall be a ceremonial role.
M009. The first player to nominate as the Treasurer and receive the support of two other players hereby becomes the Treasurer, to execute all duties as required by rules and motions.

Proposal 006: Mutable Rule 5 shall be repealed.

I'm really clever, it's redundant thanks to Mutable Rule 1, and we might as well deal with it now before it gets in the way later or causes some embarrassing legal implications.

Proposal 007: Today, January 17th, will be declared a national holiday in honor of Agent 007, aka James Bond! Everyone who posts today will be awarded 100 credits in celebration.
Proposal 008: Abstaining from voting is permitted. Should a player abstain, the player(s) abstaining will be treated as nonexistant when tallying the votes for that proposal
Proposal 009: A currency counter will be created. Each unit of currency will be known as a 'Credit'. Each player starts with 0 credits and may gain credits through various means.
Proposal 010: The first post a player makes from 12:00 AM CST to 11:59 PM CST each day will award them 50 credits.
Proposal 011: Rulebreakers will be punished with an initial fine of 25 credits, for each infraction following that, the fine will be raised 25 credits up to a maximum of 100 credits. Should someone be unable to pay the fine, they will not be allowed to propose or vote on anything until they get obtain credits to pay the fine.

- If I'm going to be the one tracking this, I'd rather either a less arbitrary timezone or just a nonspecific "every X hours" (where X is presumably 24). While we're on the topic, 007 might run into timezone issues as well? Nothing too bad with that one, though.

- Would need to amend Mutable Rule 3 to mention votes rather than players for this to work?

Proposal 012: Immutable Rule 4 will be transmuted to a Mutable Rule.

From my reading at least, this would be necessary for 008 to actually have effect.
