VOTE: Nay to 003 because Im. 11 is already covering that.
VOTE: Aye to 006 for obvious reasons.
VOTE: Aye to 007, 009 and 010 because money is really important, dammit!

All players have voted on Proposal 003, but it has failed to meet the vote quota. Proposal 003 is DISMISSED.
Proposals 006, 007, 008, 009, and 010 are all adopted.
006 repeals Mutable Rule 5.
007 becomes Mutable Rule 13. It cannot be applied retroactively, but the 100 credit bonus is available from until the end of January 17 UTC (about 11 hours from now - feel free to overrule that if you have any better ideas)
009 becomes Mutable Rule 14.
010 becomes Mutable Rule 15.
008 becomes Mutable Rule 16, though it is presently void due to conflicts with Immutable Rule 4.

Proposal 14:
A new class of Proposal is created, the "motion", which upon passing must be executed, but is not added to the Mutable rules.
Proposal 15:
Motions do not count for the purposes of Proposal 13.
Motion 1:
The moderator shall track the source of all Proposals, so that it is easily recognizable who has proposed what, be it Immutable, Mutable, or Proposal.

Suite 002
Proposal 16:
A shop shall be created and maintained, by the moderator ("the Facilitator") unless otherwise mandated by another rule, from which things may be purchased using in-game currencies.
Proposal 17:
A player may, if so desired, choose to take over running the shop via application to the current Facilitator. If accepted, and in doing so, they will receive a weekly stipend of 3x (x being the daily income of all in-game currencies) OR 250 credits, whichever is the higher, in addition to any other incomes they possess. The moderator is not entitled to this stipend.
Proposal 18:
Items may be added to the shop by any player, using Proposals or Motions. The repeal of a Proposal that adds items shall remove the item from sale; the passing of a Motion overriding a previous Motion that adds items shall hence override the item on sale.
Proposal 19:
A "day" in a shop is defined as ending at midnight of the Facilitator's timezone, as defined by the Facilitator. This time must be public knowledge.
Motion 2:
An Extra Vote is added to the shop, having unlimited stock, and costing 400 credits. This item, when used, allows a player to vote twice on one proposal or motion.
Motion 3:
A Vote Nullifier is added to the shop, having unlimited stock, and costing 500 credits. This item, when used, allows a player to bar another from voting on one proposal or motion.
Motion 4:
A Silencer is added to the shop, having one stock per day, and costing 1000 credits. This item, when used, bars one player from posting (with the exception of voting) for 48 hours.

Drench needs to choose a title.
As for proposals in suites, I'm not sure I want to continue the numbering within them. I think it might be better to use S001a, S001b, etc. Feel free to overrule if that upsets you :P
Annoyingly, Mutable Rule 12 seems to indicate that I have to continue the numbering in them. Yay.

Proposal 021:
Suites shall be given their own set of integers in a similar way to proposals but prefixed with the letter S (ie S001, S002, etc). Motions will be similar, but prefixed with the letter M (ie M001, M002, etc). Any other "types" of law will receive similar numbering rules at the discretion of the proponent of that law "type", or the moderator's discretion if they do not do so.

Seriously though, S002 I just disagree with (get hype for proposal "JDGA wins the game" at which point I throw a nullifier on everyone else - incidentally, unless you reword Mutable 3 they aren't going to work that way you're probably hoping they will), but S001 is just a bunch of riders all tied together for seemingly no reason at all. That's just obnoxious and

what suites ought to be used for. FTR, right now I'm going to consider Motions as under Immutable 16, so you can feel free to ignore them or whatever you like.

PEDIT: I'd be pretty happy to see S001 proposed separately.

One month after the beginning of the game, a President will be elected, the moderator nominating a Returning Officer to run such an election using the instant runoff vote. The President shall be reelected every month thereafter. The President, unless mandated by Proposals, shall be a ceremonial role.
