you need to have at least 3 months on site and at least 1 comnpleted game.
It says somewhere on site.
Oh, before you ask, there are levels. Here they are in # of games you need to mod to be able to mod them:
Mini Normal/Open (0 games)
Large Normal/Mini Theme/Newbie (with a backup) (1 Games)
Large Theme/ Newbie (without a backup) (2 games)
