Undeserved blacklisting

Lilith2013 just told me that she is unable to post because her IP has been blacklisted. This is the message she sees:

Your IP 88.21.128.126 has been blocked because it is blacklisted. For details please see http://www.spamhaus.org/query/bl?ip=88.21.128.126.

Can somebody help her with this?

Why is she connecting through that IP?

She's on an unprotected network in a foreign country, (I think) on her phone. There is a possibility she could have gotten malware on it.
The weird thing is that she was able to post from that IP until about a half hour ago.
