My point about the neighbors is that there is two ways they could go--neighbors turning into masons, or neighbors who get a free cop investigation had Om not opened. I find the latter more likely with Om's 99% starting number(I haven't ruled out Om as scum, though I guess, he's just following the flowchart...).
