I thought it would make sense to do, but it's not like a role claim where there's a limited amount of claims people could make and they could easily overlap. If I forced a gif claim and everyone posted one:

a) no one would be able to hop in the mod's mind and know what role they had given to a gif


Our only hope is that someone, with the unlimited amount of gifs you can find or make, somehow used the same one as someone else, but the chances would be so minuscule that town wouldn't get that lucky.

I can answer this question in a slightly modified version (edited above), the other I can not.
Amnesiac modifier does require a second visit to a player of the Amnesiac's choosing. Which does count as "targeting" for the purposes of any other affected roles.
