What's wrong with it is that it breaks the EULA (that you agree to by playing the game) when you share your account or account information with someone else. I've boosted plenty of people (even myself once in what has to be a weird edge case) and no one has ever been punished. It's against the TOS to play someone else's account, it's explicitly against the TOS to play someone else's account to raise their rank and Riot has addressed this several times.
Will a one person boost team doing one boost job be caught and/or punished? It's incredibly unlikely, so much so that I would just answer "no". It's still an offense they can and do punish, generally just high profile players and cases, and in cases where the rank boost is extreme and obvious, cross-checked by IP address.
You can't just say whatever you want and have it be true.

This is not the rule. Whether he WILL be punished may be different, but TOS prohibits account sharing.

It is what it is - at lower levels I don't see how it ultimately matters. People may just want a skin and then they'll never play Ranked again (cough) or they may just want a fancy border but after that they will consequently lose tons of games because their MMR / ELO (whatever-it-is) is too high (even in Normals) for them to win games on their own. Because of that ultimate consequence, not sure really what the point is, so I guess that's why I don't care.
And the 4 other people on their team who lose because their teammate is really a bronze player? And the 5 people who lose because there's a Plat player who's using a bad account? Certainly you get some of the same effect with smurfs but unless a smurf is throwing on purpose, they shouldn't stay in the lower levels.
Pls don't ever ever elo boost or have someone elo boost you.

Edit: I'm perfectly fine with duoing with a lower level to "carry" them (and obviously so is rito) but once you start sharing accounts for elo boosting then you've crossed the line.

@Cabd: I don't get what you're saying. My thought process was that you'll lose tons of games because while your account is getting boosted you do not increase in skill proportionally, so when you start playing again you'll still be at Bronze X while your MMR / ELO will be at Gold Y, so you'll be matched with Gold Y-ish players and get fucked up the butt.
