We already had one set up, it just needed to be started.
If there is a push to upgrade it can be upgraded, or another started if the push comes before folks start building a bunch of stuff.

So i've sketched out a rough plan for where i am planning the wall to protect our waterside village. I'm also cutting down trees for wood (and placing torches where i cut them down to mark so we can replant areas we want to leave in a "park" state) I've also dug a communal mineshaft down to the best area to mine diamonds while avoiding lava.
