As mentioned in chat, as long as I'm alone I'm going to post a lot of things at once to save time.

- Use a corner of the scrap of paper to test the blood on the floor, to determine whether it is wet. If it is, avoid touching it for all further instructions.
- Examine blood. Use my private investigator abilities to analyze the spatter. For example, does it appear to have dripped from the ceiling to the floor, or splattered up to the ceiling?
- Look underneath platform
- Carefully touch the pipes in several places, to determine if there are any temperature variations
- Open cupboard and examine what is inside
- Look for the controls to turn the generators on and off
- Inspect the lever. Look for any clues as to what it might control, as well as whether it is on or off.
- Examine switchboard

Can you post pictures showing what a "spanner" and "wrench" are? I think they would both be called wrenches in the US

-Use the mop handle to prod the cracked part of the ceiling
-Turn on the generator that is off.
-Take spanner and wrench. Are either of these considered "large"?
-Can I tell if the "valve" pipe is connected to the "lever" pipe?
-Listen to the liquid in the "lever" pipe to (try to) determine whether it is flowing.
-Test all three valves to see whether they will turn in either direction.

- Throw the lever to the DOWN position. Listen for any change in the water.
- Use the wrench to remove the pipe with the valves.
- Examine the arm.

-Examine cable. Where does it appear to lead? Does it appear removeable?
-Search for other cables of a similar type which may be disconnected

Crap, the gas could be a problem. Can't let it leak, but don't want someone else finding a way to weaponize it is there's an outlet somewhere. Time for some pre-emptive sabotage.
- Unscrew the head of the mop (if it's not a screw-type, break it) and stuff it tightly into the removed section of pipe. Replace the pipe to where it belongs and re-tighten.
- Hide the mop handle under the platform.
- Take the ring.
- If a suitable fitting is available, plug the cable into the second generator.

OK, was it actually a strobe light, or just a regular light that is malfunctioning?

- Flip the lever down to see if the water begins rushing again.
- Whether it rushes again or not, flip it back to up.
- Close the cupboard (I'm not a barbarian!)
- Pace the perimeter of the room to search for anything else that draws my attention.

Is the anything on the generator control panel that looks like it would require the spanner to manipulate?

Hmm...
In that case I’d better leave it for someone who knows better.
Return the spanner to the cupboard and shut the cupboard.

Hmm...
That implies that other rooms have cameras also. But I can't imagine anyone has accessed the security area yet.

Is the "loose pipe" where I stuffed the mop head?
When I removed the gas pipe before, was I able to tell which direction the gas was flowing?

Will everyone who comes to this room in the future see this map (e.g. they will all immediately know the mop handle is hidden under the stairs?)

Is it loose BECAUSE I removed it, or did I prefer to remove that piece because it was loose??
Is it so loose that others would be able to remove it without a wrench?
Can I tighten it back up?

The intention was for the mophead to be upstream... Depending on the answers above, I would like (as much as possible) to move it to a point before the valves such that it would be difficult to identify any tampering.

In that case, can we move the loose pipe (and mop) to the other end of the map with little fanfare? :-) I want to block ALL the outlets, not just the last one.

I'm guessing that means an attack, since they have 24 hours to respond.
Would it make sense to disallow attacks in the last 24 hours?

No other actions I can think of.

"There are two generators but only one is running. I don't have the knowledge to activate the other, but I have located a tool that appears necessary for the task and I am leaving it behind.
The stairs to the basement were on the east wall of the eatery, but I believe most everyone overlooked them. There were elevators also, non-functional.
The only thing I'm looking for is information. My short-term goals are to unlock the bank, which I think I've managed, and to find computer access. Identifying someone with the aptitude to turn on the other generator would also I believe be a good step."

“The controls are simply too numerous. I wouldn’t know where to begin. even comparing it to the working generator is no help. The tool is a simple spanner – sorry, crescent wrench — and it does appear there are some items on the control panel that seem to require it.”
