Thank you for highlighting this. I've conferred with the newbie queue listmod and confirmed that guideline is no longer consistent with the priorities of the site. It's been deleted from the wiki.

I understand how that section in the wiki could add confusion here. Keeping the wiki up to date is challenging because different parts of it are used intermittently, and some parts remain fully applicable when left unedited for years while others don't.
