Think like a cheater: How would you go about cheating in the most lazy, effective, and low-risk way possible? This certainly wouldn't make the top 100.

I play the game because i love it and because i can and as a host I reserve the right to host it the way i want to host it to ensure game transparency and is up to the player to accept it and play it, or to not accept it and don't play it. If dead scum wants to keep access to the mafia PT then they can remain UNSPOILED like their mafia teammates. You cannot bake a cake and eat it too.

This, of course, is why I only go outside wearing a hard hat. That way, if a meteorite hits me, it won't hurt me as badly.

It's always the same. When you fire that first shot, no matter how right you feel, you have no idea who's going to die. You don't know whose children are going to scream and burn. How many hearts will be broken. How many lives shattered. How much blood will spill, until everybody does what they're always going to have to do from the very beginning... SIT DOWN AND TALK!
Preventing PT access does not prevent mafia from cheating with dead scum mates in private messages. Town can also cheat by claiming to each other in secret via private message. Can't prevent that if they chose to do that. Anyway I don't think preventing PT access is a good fail safe to avoid cheating. Only to prevent an accidental post like Infinity said.

You also have a responsibility as a host to facilitate a fun game environment to the best of your ability.
What do you mean by unspoiled? Do you spoil your dead players who are in dead chats regardless of their wishes?

To the best of my ability yes, but dont forget we run games because that is our fun, it is not fun for me to run a game that players will 100% love and i will hate, the fun HAS to go both ways.
My DVCs are unspoiled, with an extra spoiled private chat that dead players can request access to, the problem is that once one of them chooses to be spoiled the rest will follow, becoming spoiled and a lot of players find not having the option to get spoilers unfun so there is the dilemma.

I get it. You require 100% trust from the host to give you access to both the scum chat and dead chat, in order to play games. Even if it is trust that you have not earnt.
Scum cheating is not very rare, ive know of players who have held conversations outside of their PTs twice this year, the worse part is that they are not even newbies, they are game veterans who think they can get away with it because of seniority.

That's a weird way to misconstrue what I said into "I demand the Admins to do this and if they don't then we'll just move to a different mafia site."
Sure. I've seen people with multiple accounts cheat. One would be in a spoiled dead thread and relay that information to another account. There was a ban for it publicly on this forum. Math and I were putting on a pretty good scum game but an unkillable conftown just "knew" the answers with no rational and kept doing it in several games. I had a similar instance on another site. So as a general rule if you have access to a dead PT, all your other PTs get shut off if I can.

After thinking this over, this has nothing to do with a scum player (or any player with assumed access to a PT) cheating via posting in their PT while dead, even if you have an unspoiled dead chat, because multi-accounting means that as long as your spectator chat is spoiled, your game could potentially be ruined. Even if the multi-accounting player isn't in any PTs, if their alt is spoiled in the spectator chat, they too will be spoiled. It doesn't matter if they are locked out of all chats, or if their account gets deleted after they die, etc etc. because they already got the information from their alt getting it from the spectator chat.
a) Players cheating by communicating while dead can be a problem, but b) shutting off dead scum's access to their scumchat will not fix this problem. So I can't see a reason not to allow dead scum access to the scum thread (even at the same time as the dead thread).
