Anyone who is considered scum by the entire town must be considered scum by the scum too, which means that they probably aren't actually scum. Your plan is even worse than mine.

What if someone grabbed it quick and blew away 4-5 townies? Even if the scum died immediately they'd still be up on the deal

It depends on what exactly it does but it could be too dangerous to drop
