The Newbie queue is (most often) the first place that new players see on this site. Their first game experience should really be the most straightforward, non-problematic experience we can give them. Thus, the modding experience requirements.

Yeah. What Nobody Special said. Good first impressions make people want to stay, if we have mods that flake and such, people will just see nothing in the site and leave.
Besides, we don't need more Mods. We have plenty able Moderators.
