Well I meant that it should be "by" if he's a voyeur, and "on" if he was a watcher. Your post implied that his action was a watcher action!

the way I looked at it, voyeur knows what types of actions were performed on somebody, while a watcher knows who targeted somebody. hence the "performed on on" and I'd use "was targeted by" for watcher. I might be doing this wrong though
