I feel like the the Open Queue mediates the line between standard/controlled and interesting much more effectively than the Normal Queue. There we have some of the clearest, most standard setups out there as well as some of the most interesting and flavorful. It's the best of both worlds all at the cost of a little surprise. Of course, normals are rarely ever that surprising.

Is there a rationale behind dividing Opens and Closeds? Or is that mostly historical?

if you're afraid of dumb flavor breakers you could reduce their odds further by having mods include a note on flavor in their VCs or Day Starts. But it's definitely not a risk scary or probable enough to justify leaving Normals alone flavorwise.
