I like the idea someone had of mandating that people replace in to other games to make up for the games they've replaced out of. Obviously there are details to work out, but it's at least productive.

This is the problem with me talking about this subject I suppose. I really, really don't understand what's so difficult about getting along with other people. The idea of another person having such an effect on my psyche that I just have to avoid them is completetely foreign to me.
About the replacement thing: yes, the things you all said are some of the practical problems with it. The idea, that is, to make it easier to fnx replacements going forward because the people who have previously replaced out will be available to help out, is a good one. It might not be practical though, for a number of reasons..
They shouldn't be punished by the system, but mod individually have the power to go "you've replaced out a lot so I'm not gonna let you join". I've literally seen this. Having a proper system for punishing people who replace will result in an extreme unfairness which people will get very annoyed by.

Replacement rates that hit 33-50% are a problem.
I mean if you want a system that isn't too far sweeping and lacking of lee way, you can set a percentage of games that players are expected to complete. (Say 90-95% or whatever the site thinks is reasonable.) Then players who replace out that get their completion number below that point get slapped with new game restrictions or outright bans for repeated non completion of games. Games you replace into and complete would work in favor of that percentage which would also add incentive to replace into games as well.
That way you don't get hurt for having a legitimate reason for replacing out when you're an otherwise reliable player.
I don't think it's unfair to say that players should be expected to be at least relatively reliable at starting and finishing games.

With that said, you can't really punish people for replacing out and if you put the condition for punishing replacing out for certain situation loopholes will be made.
We do restrict the # of games if one replaces out too frequently, and mods can blacklist them too if a player tends to replace out too much.
I can blacklist a player, but alts... I can stop zachrulez from playing a game, but I don't necessarily know that flaming viking is zachrulez.

Those people should be punished in other ways. Encouraging people that replace out for conflict based reasons to replace into games to make up for it is reasonable, and is something I do myself.
