To be fair, I had my pre-ins full and I've been advertising the game strongly. There were also a handful of players who played the large theme last year who were excited to be a part of this one.
If anything, I wish the game had more slots. :3

Can I enjoy/understand the game if I don't know the flavour?

Absolutely. Flavor knowledge is not necessary to play the game. The game will be flavorful, but you will not be at a disadvantage for not knowing Flavor.
Roles will be tied to Flavor, however. So if your role is 'Garnet', you will likely have a PR that represents Garnet's abilities from the show.
That said, Roles are independent of alignment in this game, so knowing flavor will only help you marginally in trying to figure out someone's PR based on a flavor claim (or their flavor based on a proven mechanical effect).
