"Reign" refers to a royal's term of service. "Rein" refers to leather straps used to guide a horse.
"Free rein" means that the rider/driver allows the horse to go in any direction it wants, at any speed it wants.
"Rein in" means to exert more control over the horse, slowing and maybe stopping it.
Please do not use "reign" when the term you're using calls for "rein."
