@Matt- I have no ill intentions towards you but man am I frustrated by you having 2 fleets. It is just hard to figure out what to do about you when you can jump out at me at any moment. I can be convinced into supporting you into Berlin but we need to do something about those fleets. Lets you/me/breeze have a talk about the future so we can do something that benefits us all instead of causing an unnecessary war.

Board control leads to me choosing where I want to expand. If you keep the fleets, then that limits my control and choices as I have to stay nearby to defend myself against you. On the other hand, it makes life easy for me as you would be the only valid target for me to attack.

I'm could disband my army if Nyalite and Shadoweh are willing to help me get into Marseilles? That would leave us with a fleet that we need, but leaves me in a position where it's easier to take me out.

It's a tough round for what we should do because it could bounce in a lot of bad ways. I'm sure you and Bella can work it out though.
I don't think we can afford to have any of the front lines go backwards, so I think it has to be Rome that goes back.
