Tracker is about clearing people N1. We had zero way of knowing who was going to be a killer so I went for clearing my townreads.

from purely a setup-spec perspective:

that would be a really bad idea as that could very easily end up with a no-win scenario for both scum factions because of massclaims. RCs suggestion is far more likely than "throw in a bunch of docs and roleblockers and bps"

If scum has a role-cop they would be able to tailor their claim to what the setup looks like
