I think most basic html stuff can be accomplished. That said, whether that's a GOOD idea or not is an entirely different question.

I don't really think of titles as "rewarding" things, but all caps with weird punctuation sure will be distracting.

I removed my title because it's been years since the game that resulted in it, and I'm pretty sure few have a memory of it. I don't mind a new one, but while I approve of vague punnery in titles, Submithive is.... icky.
