: A player may choose to spend 5 Dineros to make a new proposal anonymously which means it will not count against any limits on proposals made.

In addition, it does not count when determining extra Dineros.

A player that abstains from a proposal may within 24 hours of it passing or failing change their mind and submit a vote on the proposal. This can change whether or not the proposal passes or fails and any relevant things will change along with the change.

It was just a countermeasure due to my inactive rule abuse line getting used by someone other than me, but if 102 does actually already counteract it, then it's not needed. (other than yea votes earning dineros, I don't see it as that much more effort, I did put the timeframe on for a reason)

There's nothing in rule 102 that says three votes need cast, only that they exist.

Oh OK, that ruling is okay. I think 347 should already have passed, but 348 was still made beforehand.
Definitively sure the three below it should have all passed with the inactive spell though.
