Starter HBN deck has 2, but you kinda have to manually edit the card list text file for it to allow it, and even then it'll say invalid since as i searched... it was limited to 1 due to how OP of a card it is with fast development + 2 agenda points + allowing more fast development

Not really, you do need a runner and a corp deck only including Core+Genesis however.
