All the players in game start with a day active ability to pledge loyality. For that you need to publicly use a clear unquestionable Bold request like

After this you can't change or modify your request, Like any other possible day abilities. All the rest of possible day abilities, if are not stated otherwise can be used publicly or privately and they will be triggered in order of their time stamps not the time I'm resolving them.
