I really hate the first quote. Asking questions isn't contributing if the questions are filler or questions that don't help get a sense of alignment. It also feels like a bit of a scramble to defend himself off of Dunn's vote which was essentially gut.
The second quote is just a weird way to justify a vote. Kyuoko showed up late to a party which had plenty of things that seem more worthy of a response at the time.
