Yeah, the name received by each player was detemind by whoever was next on a randomized player list who would have a significant chance of being scum. And no, I will not define what significant means.
So basically we all name-claim and percentage-claim, we can sorta root out the liars by the names, and also by the names we can probably get a good idea of what the list looks like.
So, name and numbers claim, sound good?

I should have clarified that more. Each player receives a different randomized list of players. The top person on that list who has a significant chance of being scum, is listed as their partner.

I don't think you realize that that's not how the "partners" were allocated.
Hypothetically, let's say I got a 97. Any given partner has to have a "significant" chance of being scum. I'm guessing that 3 doesn't count as "significant".

Player 1 rolls 86%
Player 2 rolls 51%
Player 3 rolls 70%
Player 4 rolls 35%
Player 5 rolls 31%
Numbers alone tells us 4 and 5 are probably the policy lynches. However; now we have to randomize the playerlist, and THEN randomize numbers again to determine actual alignment.
Player 5 rolls first
Player 3 rolls next
Player 1
Player 4
Player 2
Player 5 rolls 36. Player 5 is now scum.
Player 3 rolls 33. Player 3 is now town.
Player 1 rolls 51. Player 1 is now town.
Player 4 rolls 50. Player 4 is now scum.
Player 2 is town because scum has been chosen.
In this hypothetical scenario, our assumption pans out. However, had any of players 1-3 rolled before 4 and 5, and then hit numbers above their %, they would be scum and we would be policy lynching townies for no reason other than a beat-the-odds strategy.
