Can you do that as town? Sure. There is nothing stopping you from doing so, and there are many reasons why a town BBT would do such a thing.

I can list reasons why I'm scumreading you, and I can also list tons and tons of reasons why every one of those points would be wrong.

Do you see why it would be pointless? I can make the same arguments you are going to make here, and I probably already did in my head.
