If it's a Normal game, it should automatically go through the Normal Review Group. You'll get a PM from the list mod asking you to post your setup somewhere private so that a few people from the group can look over it to check for balance issues. Otherwise, you can post in this thread asking for someone to review your setup (or you can do both if you want to).

As regards the making of the setup, it varies. Some people start completely from scratch, some use a previous game they enjoyed as a template, some use a formula to generate roles. Try it each way and see what works for you.
