Firstly, at what point technologically are we? Do we have trains? Boats? Cars? Planes? Spaceships even? And what about telecommunication? Wires, radio, television, the Internet, Skynet.... you see my point?

You have cars, trains, boats, and planes. However they, particularly the boats and planes, are not weaponised. You will have to do that yourselves. You don't have spaceships, but you could try making them.

You have phones, radio, television, and the internet (in an early-ish form).

Secondly, can we and/or should we research specific technologies, or just a technological goal? For example, if I wanted to create a spaceship, would I need to specify that I wanted to research rockets, fuel, spacesuits etc? Or does that all come under the banner of "spaceship"?

You could just say you were making a spaceship, and all that would be implied. However, if the spaceship was going to be/do anything special, then you should be more specific. For example, you could create an "unmanned space shuttle" or a "rocket-launching sattelite".

Thirdly, and leading on from my last question, if we research something, in whole or in part, to what extent is the technology transferrable between projects? For instance, if I had a spaceship, could I then assume that I had rocket technology, so I also had, by default, missile capability?

It is semi-transferrable. In the example you gave, you would have the rocket technology, but you would still need to develop the explosives, ballistic/guiding systems, etc.

Fourthly, what kind of timeframes/prices are we looking at for technologies?

For prices, you can spend any amount - the more you spend, the quicker it will be finished, and the more reliable your technology will be. For any major new technology (e.g. space travel, nukes, GM, etc.), you should be spending billions, at least. As a guideline, a successful unmanned spaceship project might need about £10B, or about £15B for a manned one.

For timeframes, it depends on a number of things; spending more money could get it done faster. You could say you will be rushing the development (though this will raise the chances of it going wrong). In general though, major new technologies should take several weeks. Something really huge, like space travel, would take even longer. Smaller developments could be done in a week or two.

But just let me know how much you will spend, and I'll tell you you when it will be ready.

And lastly, are we constrained by current beliefs of the laws of physics/chemistry/biology? Could I, for instance, create a spacecraft that uses gone-off cheese to propel itself, provided I gave a good scientific reason why it should do so?

You would need a

very

good reason for that one. In general, you should be realistic, but there is

some

room for imagination.
