I don't see why Scums would rush to claim PRs when there has been multiple PRs and claimings done already (despite them being not entirely set-out). I think just the opposite would happen. Scums would try to hide in the crowd by claiming VTs. And there's only one proven VT in this game and that's you.
Bitmap chose the wrong claim and he didn't think through. It was hastily done.
