Acting your town meta when scum

Agreed. By watering down your town game (i.e. not doing much real scum hunting), it's easier to play scum undetected -

but you're not scum hunting as town

. That's lazy and hurts your team when you're town, which is the majority of the time. The challenge is to learn how to appear to scum hunt convincingly as scum.

Question - is this an acceptable strategy, or is it unethical as it somewhat goes against town wincon in favor of scum games?

You can do it, but I wouldn't recommend it. For a start, sacrificing townplay to improve scumplay is a bad idea when you're more likely to draw town than scum.
