If a player should not specify a token colour with their vote, one will be assigned randomly at the passage, failure, lapsing, or other conclusive procedure of the vote's subject in question. This shall be tracked by the Treasurer, if one exists; if one does not exist, this rule is void until such a time as one does.

Proposal 032:
Amend Mutable 4 to add "This rule defers to all subsequent rules."
Proposal 033:
Repel Mutable rule 2.
Proposal 034:
Tokens may be sold to the bank at any time for 10 credits each.
I set Charisma's cost to a very high value, since it could easily be used to stall the game if I didn't. If later rules turn out to make it a reasonable cost, we may increase it further by amending that rule.

It just felt like rule 2 was a waste of a mutable rule spot since the game first began, because it was mainly there to integrate the game starting with 5 players into the rules.
Also, since I forgot about those, I'll grab 3 Red tokens, and the one for 034 will have to be left to RNGod.
