Using a punch card means you take a starter or written punchline from your hand and your switch it for any starter or written punchline in the other players hand. Since every player only has starter cards it would have no effect really.

You can use a punch card to do nothing (it would have an effect once your deck shuffles though)
You can discard any card and draw a new one.

No it doesn't - don't worry, you already have enough starter cards. Don't be selfish, there are children in China who would kill to get their hands on a starter card from your discard pile. It actually will help your deck go smaller so you can reshuffle quicker.
