this happens a lot.
If you have a PM in your outbox, but delete it before the person can open it, it deletes from their inbox, yet they still get notified (meme did it to me on my first day).

When something is delivered, it transfers from your Outbox to your Sentbox. That may be what you're referring to?
(when it's still in your Sentbox is when you can delete it unread)

So I assume if the person deletes it from their outbox it means I'm not supposed to see it or worry about it? Because it recently happened to me twice (both messages being apparently by MeMe) and I'd just like to make sure she had a moment of "nevermind" and I'm not missing anything.

Looks like this can be de-stickied. phpbb3 shows a message telling you a message has been deleted.
