Not really as an aggregate, but certainly with newtown, and the point is taken. I can definitely see scum trying to be seen pushing the game out of RVS (Which I think is what you're insinuating) or scum taking refuge in fluff (which Leek insinuated), but I don't think failing to push the game out of RVS is inherently scummy more than just an awkwardness tell.
