The Standing CommitteeI. A Standing Committee is established, with no reserve powers unless otherwise delegated by other active rules or motions.
II. The Standing Committee is Responsible to the wider active player base; should an action of the Standing Committee be disapproved of, it may be disallowed and subsequently nullified by passage of a motion.
III. Membership is either three active players or 25% of all active players rounded down, whichever is the greater.
IV. Only active members may sit on the Committee; should a player cease to be an active member, they automatically resign.
V. Membership shall be determined by election, the manner of which is prescribed by the Standing Committee, with the exception of the inaugural election.
VI. The inaugural election shall take place 24 hours after the creation of the Committee, and subsequent elections shall take place every seven days after the inaugural election's conclusion, and seven days after the conclusion of the previous Standing Committee's election.
VII. The inaugural election shall be conducted via secret ballot, using the single transferable vote. The Standing Committee is empowered to establish additional electoral regulations vis a vis the Standing Committee, and to alter the method of election, pending approval by passage of a motion.
VIII. The moderator shall appoint a returning officer, whom may be themselves, to conduct the inaugural election, and the Standing Committee is empowered to appoint an active player to conduct subsequent elections.
IX. The returning officer of Standing Committee elections may not stand as a candidate in said elections or may hold office in the Committee.
X. Should any decision, regulation, or action by the Standing Committee be altered, directed, or discontinued by proposal or motion, such that a required procedure, regulation, decision, or action is not proscribed, the last used procedure, regulation, decision, or action for that purpose shall be used in the interim.
XI. Should 20% of active players petition a dissent in the moderator, the Standing Committee is empowered to deliberate on matters of rule interpretation. No member of the Standing Committee may petition in this way, and the Standing Committee may only deliberate on matters explicitly referred to in the petition, for the duration of the petition.
XII. In the event of a casual vacancy occurring more than 48 hours from a Standing Committee election, if the vacating Committee member was a member of a Party, the Party membership at the time of the vacancy shall in their own way select a replacement. If the vacating Committee member was not a member of a Party, there shall be a countback of the previous election or a byelection, as determined by the Standing Committee.
XIII. In the event of only one casual vacancy occurring less than 48 hours from a Standing Committee election, there shall be no byelection, and the position shall remain vacant. In the event of two or more casual vacancies occurring, or casual vacancies rendering only one Party at time of election holding Committee seats, the Committee is disabled until the next election without exception, or until these conditions no longer arise.
