This is covered by the rules.
Standard tiebreaker (4) can be used on 8 since players are not going to be spending all of their coins in final 3. 9's tiebreaker is considered first though when there is a player that clearly won the most items
There is a principle in quantum mechanics that says that any action that does not violate the laws of physics has a probability of happening.
The point is that when you are designing a game if there is a situation or a play that you don't want to happen then there needs to be a rule against it. That prevents misunderstandings and arguments in the middle of the game or the game being broken.
