1) they have a really good reason to suspect that random or N_M is fascist and will be likely to pass a fascist policy, or
2) If they do it as a matter of course, every time, as mallow said he does. I generally do this too in rl Resistance games, but I'd rather not do it here if there'd be two of us like that.

@mallow: It doesn't in this case. It would only matter if there were multiple games to be played, because then it would be possible for Fascists to use that information. I once had one Resistance game where that happened.

randomidget has been elected chancellor. The legislative session begins.
President Not_Mafia will receive a PM with the top three policies drawn from the deck; he will tell me which to discard, and the other two will be passed to Chancellor randomidget. randomidget will choose another to discard, and the remaining policy will be passed.
The president has (expired on 2017-07-02 02:09:03) to make his selection; otherwise a policy will be discarded at random.
The president and chancellor are incommunicado at this time. All others may speak freely.

I am implementing a prod rule effective now. Players will incur a prod after 72 hours of inactivity; players who do not post in the 24 hours following a prod will be replaced; players who incur three prods will be replaced. Elected officials will have their prod timers paused during legislative session.
