Actually, the reason I will not allow a retroactive upgrade is that the rule

was

supposed to be 16 but I decided to

change

it to 8 because I thought the game was getting boring.

OK. I forgot to mention you cannot put shields or other upgrade commodities in Investments, rapid or otherwise. You can only invest with core resources.
